Costa Rica’s territorial tax system: what “foreign income” means
Why the location of your bank account does not, on its own, determine the source of your income.

Start with the activity that produces the income
PwC’s Costa Rica individual-tax summary describes local-source income by reference to assets used, goods located and services rendered within Costa Rican territory. That is a different test from asking where the payer or receiving bank is located.
A U.S. pension, a rental property in Costa Rica and consulting performed from a Costa Rican home are different fact patterns. Put each income stream on its own line and ask for an analysis of its source, any exemption and the filing obligations.
Remote workers need a specific answer
Do not assume a U.S. LLC, U.S. invoices or U.S. banking makes all work foreign-source. Ask a Costa Rican tax professional about the actual services, where they are performed and your legal status.
The digital-nomad program describes a particular tax benefit. That benefit should be reviewed under the program’s rules, not generalized to every foreign resident or every form of income. Immigration, tax and employer obligations remain distinct questions.
Retirees should separate their income streams
Prepare a list of Social Security, employer pensions, retirement-account distributions, interest, dividends and property income. Identify the payer, location of underlying assets and any business activity. Ask the adviser to explain why a particular item is or is not taxable, and whether an exemption requires evidence or a specific status.
Do the same for a spouse. Two people living in one household may have very different income sources and filing requirements. A rule about one person’s pension should not be applied to the other person’s consulting business.
Keep the three tax reviews separate
Use one checklist for Costa Rica, another for U.S. federal tax and a third for your former state. Ask the advisers to coordinate where a foreign tax credit or income timing crosses those boundaries. Keep their written conclusions and the facts they relied on.
